Olaf Zimmermann, Managing Director of the German Cultural Council, in a press release of April 4, 2020: "It is a great disappointment that the federal states first promised that sufficient funding for artists and small cultural businesses would be available and now, after a short time, refer to the general federal programmes. A lack of planning and assessment of the actual demand is now being carried out on the back of the artists and small cultural industries. The states must now keep their promises and increase their programmes or ensure that the federal programme is significantly adjusted. It is also becoming increasingly clear that we need a powerful national cultural infrastructure fund supported by the federal government.
